'1 • • <br />i, <br />COOLEY RESERVOIR AND FULTON WILDLIFE AREA PIT <br />EXHIBIT D -MINING PLAN <br />The proposed plan mining involves property on both sides of the S. Platte River, south of 104' ~ <br />Avenue. Most of the property on both sides of the S. Platte River is within the floodplain of the river, <br />and much is also within the floodway of the S. Platte River, but no mining is proposed within the <br />encompassed by the existing high banks on each side oft e river. <br />The only disturbance proposed within this area would be by Adams County for trail construction, „ y~yr~~ <br />construction of the support structures for a conveyor system that will span the River, and for ~ 51'; ,r/~ <br />whatever channel improvements UD&FCD and CAMAS agree are reasonable and necessary to mine ~,~,,, <br />within 400' of the low flow S. Platte River channel. In the event agreement is not reached with ~"~d~d'"' <br />UD&FCD on required improvements within 400' of the low flow channel of the S. Platte River, then ~/ sy ~, <br />mining will not be undertaken within this 400' on each side of the S. Platte River. ~"~ <br />All mining within the floodplain will require approval from the Urban Drainage and Flood Control I <br />District (UD&FCD) and a Floodplain Use Permit from Adams County to require all topsoil and <br />overburden berms be oriented in a southwest to northeast alignment parallel to the river so as not <br />to impede water flow in the event offlooding. Concurrent with this application, application will also <br />be made to Adams County for local government approvals. A formal Wetlands Inventory and a f <br />Wetland Mitigation Plan to remove and replace the probablejurisdictional wetlands on the site is also ~~ <br />being prepared. <br />~~ <br />Mining will include the following elements, not necessarily in the order listed. Some activities, <br />particularly those at the beginning of the operation, will occur concurcently: <br />1. Repair existing fencing and new fencing installation. <br />2. Topsoil and overburden excavation and stockpiling. <br />3. Conveyor crossing of the S. Platte River to Parcel C, and temporary conveyors as needed. <br />4. Temporary roadways as needed, and excavation/transfer of pit-run atenal to field op~~er~s,~,// 7 <br />(Cooley Reservoir area only). ~ .-~ ~ ~n ,o-.~cre a~""'" J "~ <br />5 Slurry wall construction, including slurry Wall constructton pad(s) and dewatering trench <br />excavation (Cooley Reservoir area only) . <br />6. S. Platte River channel improvements as agreed to by CAMAS and UD&FCD. <br />7. Adams County trail construction and fencing by Adams County. ,~ %~ ~ <br />8. Direct hauling of unprocessed aggregate material from Parcels A and B to Parcel C for <br />processing, and export of borrow material from identified access points. <br />9. Plant Site improvements such as office trailers, new entrance improvements, parking areas <br />for employees and visitors, etc. <br />10. Reclamation backfiiling of overburden and topsoil, grading, and planting. <br /> <br />
