_; <br /> <br />COOLEY RESERVOIIt AND FULTON WILDLIFE AREA PIT <br />E%HIBIT C - NARRATIVE ACCOMPANIMENT TO PRE-MINING PLAN AND <br />MINING PLAN MAPS <br />The first map insert, Exhibit C-1, Pre-Mining Map -Existing Conditions, shows graphically the <br />adjacent property owners, the name and location of surface features and structures within 200' of the <br />boundaries of the affected land, existing topography, the azea of the affected lands, vegetation, and <br />water resources. <br />That part of the permit area identified on Exhibit C-l, Pre-Mining Map as Parcels A, B, D-2, and D-3 <br />are owned by the Applicant. For ease of reference, Parcels A and B are generally to referred to as <br />the Fulton Wildlife Area, the C Pazcels as the Plant Site, and the D Parcels as the Cooley Reservoir. <br />Parcel D-1 is not owned by the applicant, and will be mined under an existing lease arrangement. <br />Parcel C-1, part of the Plant Site area, will be purchased by the Applicant along with an additional <br />~± acres. This additional ?± acres won't be included in the permit area, but will be subdivided from <br />Parcel C-l as two separate parcels and conveyed to others. Parcels C-2 and C-3, the remainder of <br />the Plant Site area, will be leased by the Applicant. The ownership of a]] the property within the <br />permit azea, abutting property owners, easement owners on and off site, and owners of permanent <br />man made structures on the property and within 200' of the property are listed and identified as a <br />circled bold letter on the Exhibit C-1, Pre-Mining Map. A complete list of corresponding addresses <br />for each is included in Exhibit O. A description of the man made structures within the permit area <br />and within 200' of the pertnit area is described in Exhibit S. <br />The topographic mapping on Exhibit C-1, Pre-Mining Map was obtained from Adams County from <br />joint Adams County/Urban Drainage and Flood Control Mapping that was undertaken in 1997. This <br />same topography was utilized to develop Exhibit C-2, Mining Plan Map and Exhibit F, Reclamation <br />Plan Map. The floodplain information was also taken from FEMA Flood Insurance maps and <br />UD&FCD data. <br />Exhibit C-1, Pre-Mining Map, also shows and lists Soil Information, and a brief description of <br />Vegetative Cover within the permit area. More detailed Soil Information is provided in Exhibit I. <br />More Vegetation Information is provided in Exhibit J, including a survey for the Ladies Tresses <br />Orchid which wasn't found to be present on site. Exhibit H should be consulted for Wildlife <br />Information, which includes a Colorado Division of Wildlife Statement/Evaiuation and a survey for <br />the Prebles meadows jumping mouse which wasn't found to be present on site. <br />The total area involved within permit boundaries will be 348.96 acres. The total area to be disturbed <br />for mining and in the~lant site is 289+ acres. Except for the installation of structures for a conveyor <br />to cross the S. Platte River, the construction of a trail by Adams County, and the possibility of some o'~~°'A' <br />channel improvements by UD&FCD, 50± acres along the S. Platte River channel on parts of Parcel ~b <br />A, B, D-2, and D-3, and a l0± acre tree stand out of the S. Platte River channel on Parcel A will be ~y"1F~~'"-,-,•1 <br />left undisturbed. <br />
