',r , , • • <br />3. Rights-of-way <br />The following guidelines will apply to all rights-of-way (ROWS) <br />issued within the ACEC: <br />a. ROWS for development of the resources will be generally <br />limited to a 16-foot running surface. Generally, a <br />30-foot ROW (total width) will allow for adequate ditch <br />and crown construction, culvert placement, etc. <br />b. Routes using existing access roads or trails will be <br />utilized before allowing new construction. <br />c. ROWS for roads, pipelines, transmission lines and the like <br />may be required to overlap where such ROWS run parallel to <br />each other, <br />d. Public access, by vehicles, may be restricted on road ROWS <br />to prevent impacts to cultural resource sites from vandal- <br />ism. Public access via foot or horse will be allowed. <br />e. Where temporary access is needed, (i.e. construction <br />access, access to drill a well that may not produce), road <br />development will be kept to an absolute minimum standard <br />sufficient to meet the purpose, and the ROW grant will <br />contain stipulations providing for additional upgrading as <br />well as provisions for reclamation and rehabilitation. <br />f. To minimize adverse impacts Co visual resources in the <br />ACEC, surface-laid pipelines will be preferred to buried <br />pipelines whenever possible. Similarly, buried or surface- <br />laid electric and telephone lines may be preferred over <br />the construction of pole lines, assuming cultural resource <br />considerations do not preclude surface-disturbing construc- <br />tion methods. <br />g. In construction of access roads or other ROW's, blasting. <br />or cutting of canyon rims will be avoided whenever a <br />reasonable ROW routing alternative is available. If <br />unavoidable, the applicant will be required to take <br />reasonable measures to screen the area, to minimize <br />adverse visual impacts. <br />4, Cadastral Survey Needs <br />BLM will request cadastral surveys in the following areas and <br />as needed to facilitate on-the-ground cultural resource <br />management: <br />a. Miller Site <br />b. Upper Hovenweep Canyon <br />~ c. Upper Ca hone Canyon <br />d. Goodman Point <br />27 <br />
