Riparian Systems <br />Aanagement goals are to maintain or improve riparian vegeta- <br />tion and adjacent alluvial floodplalns; [o stabilize and <br />improve channel and stream banks; and to reduce sediment and <br />salt transportation to the ;icElmo Creek and Colorado River <br />systems. <br />a. All proposed projects will be evaluated to ensure compli- <br />ance with BLP1 policies on riparian habitat management and <br />with the intent of the goals stated above. <br />b. As funding becomes available, projects designed to <br />improve riparian and alluvial floodplain habitat will be <br />implemented. Construction of rock check dams, gully <br />plugs, and similar structures will be considered to slow <br />water flow, trap silt, and reduce channel erosion. Seed- <br />ing of adjacent alluvial sites will be designed to reduce <br />erosion, filter watershed runoff, improve forage produc- <br />tion, and increase flora and fauna species diversity. <br />c. Projects not designed for enhancement or improvement of <br />riparian and alluvial sites will not be allowed within 100 <br />feet of active channel edges without appropriate <br />mitigation. <br />d. Road crossings of intermittent or perennial streams will <br />be reviewed on a case-by-case basis. Standards which <br />should be met include: <br />All crossings should be constructed perpendicular to the <br />stream bed, in a straight stretch of the bed. <br />Temporary crossings should be constructed to withstand a <br />10-year flood event by using culverts, rock bottom, or a <br />"no fill" style crossing. <br />Permanent crossings should be constructed to withstand a <br />50-year flood event. <br />Construction of check dams to hold erosion and slow stream <br />velocity may be required as mitigation. <br />e. "I" category livestock allotments with existing or poten- <br />tial riparian habitat conflicts have previously been <br />identified. Intensive livestock management plans <br />developed through allotment management plans or other <br />activity plans will be compatible with Riparian System <br />Management Goals. <br />19 <br />
