• LODESTAR ENERGY, INC. <br />Permit No. 99GA06B4 <br />Initial Approval <br />Page 3 <br />B. A revised Air Pollutant Emission Notice (APEN) shall be filed: (Reference: Reg.3, Part A,II.C) <br />a. Annually whenever a sign cant inrfease in emissions occurs as follows <br />For any criteria pollutant: <br />For sources emitting less than 100 tons per year, a change in actual emissions of five tons <br />per year or more, above the level reported on the last APEN; or <br />For VOC sources In ozone nonattalnment areas emitting less than 100 tons of VOC per year, <br />a change in actual emissions of one ton per year or mare or five percent, whichever is greater, <br />above the level reported on the last APEN submitted; or <br />For sources emitting 100 tons per year or more, a change in actual emissions of fne percent <br />or 50 tons per year or more, whiohever is less, above the level reported on the last APEN <br />submitted; or <br />A change In actual emissions, above U1e level reported on the last APEN submitted, of 50 <br />pounds of lead. <br />For any non~rlterla reportabl9 pollutant: <br />• If the emissions Increase by 50°h or five (5) tons per year, whichever is less, above the level <br />reported on the last APEN submitted to the Division. <br />b. Whenever there is a change in the owner or operaior of any facility, process, or activity; or <br />c. Whenever new control equipment is installed, or whenever a different type of control <br />equipment replaces an existing type of control equipment; or <br />d. Whenever a permit IimRation must be modified; or <br />e. No later tltan 30 days before the existing APEN expires. <br />NOTE: A one ton per year emission increase will occur when the productioNraw material process rate <br />Increase by 64,000 tons. <br />9. This source Is subject to the process weight rate of Regulation Number 6, Part 8., III., C. as follows: <br />For those pieces of equipment with process weight rate of 30 tons per hour or less, pounds per hour <br />emissions of total particulates shall not exceed 3.59'P°°~, where P =process weight rate (tons per <br />hour). <br />For those pieces of equipment with process wefghi rate of more than 30 tons per hour, pounds per hour <br />emissions of total particulates shall not exceed 17.31'P°'", where P =process weight rate (tons per <br />hour). <br />• 46/17/7 Ver 11/99 <br />
