• 2.05.3(6) Overburden (continued) <br />access is through the use of the road east of the pit and not <br />through the road traversing the pit area leading up to the pips <br />line. <br />As a blast is to bs initiated guards will bs placed at <br />strategic locations carrying walkie talkie transritting radios, <br />operating on FM frequency, or a AM frequency that does not <br />interfere with electric blasting caps_ The guard will detain <br />anyone fror entering the area while blasting is taking place. <br />Two guards will be necessary, one stationed to observe the rain <br />entry to the rive, and also the road leading to the TV tower, <br />both of which lead fror the County road, and the other guard <br />stationed at the south entrance at the pips line. <br />• Five rinutes before a blasting charge is initiated a long <br />blast will be sounded fror a frson activated warning horn. Two <br />rinutes before the blast two short blasts will sound, followed <br />be a short blast at one rinuts. After the explosion occurs if <br />all was successful after inspection a long blast will signal the <br />all clear. Ths guards will hold their positions until the all <br />clear signal is heard. Ths three way voice transdssion on the <br />radios, the blaster with the two gwrds insures each shot is <br />well protected fror unauthorized visitors. <br />Blasting is proposed to occur within the distance where <br />blasting is prohibited in accordance with 4.08.4(7)(a) i (b). <br />The probler arises because of the presence of a low pressure <br />natural gas transrission line which traverses the west edge of <br />6 <br />
