PUBLIC MEETING SUMMARY
Wednesday, May 4, 1983
The purpose of the meeting was to present transportation alternatives and to
receive and to respond to comments and questions.
Followiny an introduction by Chris Seglem, Matthew Sakurada reviewed the
alternatives:
Alternative N1 - Overlantl Conveyor
Tlie proposed conveyor is 42 inches wide, is 11,400 ft, long, and is capable
of moving 600 tons per hour of coal, with larger surges. The conveyor would
be located in a straight line from the Orchard Valley Mine to an area near
Cl•II's power substation and then dogleg to CWI's train loadout area. The
conveyor would be hooded, constructed nn steel towers near the Orchard
Valley Mine, would be low profile to the Farmer's Mine Road, then pass under
the road, The conveyor would be constructed over Fire Mountain Canal, then
a low profile to State Highway 133, and pass over State Highway 133. The
conveyor over State Highway 133 would be fully enclosed. The conveyor would
be operated in intervals during a 24-hour period.
The conveyor would be equipped with warning horns. It would be fenced for
security. The conveyor line would be fire bossed at least once a shift, per
MSHA regulations.
The reclamation of the conveyor belt would be to remove the structures and
foundations and salvage for resale, if possible. Cuts and fills would he
• returned to approximate original contours. The area would then be re-top-
soiled and revegetated, Land previously containing pastures and orchards
would be returned to the original agricultural type.
Comments, Questions, and Responses
Question: What are the warning horns?
Response: The warning horns are basically to warn people who might be work-
ing on the belt that it is yoiny to start or stop, per MSHA regu-
lations.
Question: How much noise will the conveyor make?
Response: Some preliminary data are available, but no specific numbers.
Question: Why not yo under the Fire Mountain Canal also?
Response: In order to meet the grades necessary for the conveyor, it would
have to pass over the Fire Mountain Canal with this Configura-
tion.
Question: Would the conveyor be fenced the entire length?
Response: It would be fenced wherever the conveyor is on the ground
surface.
Question: Would there be dust spilling from the bottom of the conveyor?
Response: Dust probably wouldn't fall from the conveyor because of the
muisture content of the coal.
