This has been prepared according to NEPA (National Environmental Policy <br />Act) which sets forth standards for preparation of environmental assess- <br />ments and environmental impact statements. BLM has worked closely with CWI <br />. during the preparation of this EA. Through the NEPA standards and BLM, CWI <br />has tried to include everything that is required. <br />Requirements of a NEPA quality report include sections addressing the fol- <br />lowing: <br />Introduction <br />Purpose and Need <br />Description of the Alternatives <br />Description of the Affected Environment <br />Environmental Consequences <br />Consulatation and Coordination <br />Kathy then followed with a brief description of the material contained in <br />each section: <br />Introduction: <br />~TFis section contains the lease stipulation requiring the assessment <br />of transportation alternatives and a brief description of the scoping <br />meetings held last year. Through the scoping meetings, alternatives <br />were identified and narrowed down and issues to be addressed in the EA <br />were identified. <br />Purpose and Need: <br />his section describes what CWI wants to accomplish through the trans- <br />portation alternatives and why CWI wants to accomplish it. <br />• Description of the Alternatives: <br />he aternatives ave been broken down into six parts for simplicity <br />in weighing and assessing them. Those parts are: <br />I) Physical Description which lists the general characteristics <br />of the alternative. <br />2) Construction Section which lists the construction procedures <br />and post-construction, short-term reclamation. <br />3) Operation Section which lists the operational practices and <br />maintenance. <br />4) Environmental Compatability Section which provides antici- <br />pated impacts and proposed mitigation. <br />5) Reclamation Section which states the reclamation which will <br />be done at cessation of operations of the mine. <br />6) Economic Feasibility Section which states the financial anal- <br />ysis of the alternative. <br />-3 - <br />
