EXHIBIT E (R•. 3-10-78) <br /> <br />3 <br />• There is no uncertainty of commercial, industrial, or <br />residential goals to be achieved at the Portland quarry <br />at this time. Reclamation factors can, of course, change <br />radically in the 80-to 100-year estimated additional life <br />of this operation. Should other reclamation goals be <br />indicated in the future, they can be considered at that <br />time. <br />c. A description of how the reclamation plan will be imple- <br />mented to meet each applicable requirement of RULE 6. <br />All requirements of RULE 6 as applicable to the Portland <br />quarry are addressed elsewhere in the exhibits of this <br />application. <br />• d. A description of how the implementation of the reclamation <br />plan will rehabilitate the affected land and how it relates <br />to the existing conditions of natural vegetation, wildlife, <br />water, air and soil. A description of all water impoundment <br />which is part of the proposed plan shall also be included. <br />Previous experience, consultation with soil conservation <br />and wildlife personnel indicate lack of precipitation is <br />the most critical factor for planted and natural vegetation. <br />As Ideal does not p'_an to irrigate plantings, mulching is <br />the next best assurance of germination and growth. It is <br />possible wate:^ could be impounded in those cuts to be an1.y <br />partially refilled, such as Cuts 9 and 11, during periods <br />of above normal precipitation. When additional explcration <br />drilling is available (prior to 2005), a small water im- <br />. poundment may be advantageous in the reclamation plan of <br />the lower east: quarry area. <br />
