• stripping and coal loading will be sequenced to allow blending of coal in the pit to enable delivery <br />of relatively uniform quality coal to the power plant. <br />For the 1999 amendment area shown on the revised Map 2.05.3-1, mining requires that various <br />roads and other infrastructure be relocated. The CC Company West Lateral Ditch is also scheduled <br />to be temporarily detoured into a large HPDE pipeline. <br />As of July, 2002, the mine is operating in cuts 53 through 58 as shown on Map 2.05.3-1. This <br />encompasses the full operation sequence from topsoil stripping, overburden blasting and stripping, <br />coal removal, backfilling and soil replacement. In year 2000, County Road BB was breached by <br />mining and a temporary replacement detour was built. The design of this detour was presented in <br />detail in the Montrose County Special Use permit application. The detour road was chip-sealed and <br />although it is within the permit boundary for the mine, it is be outside the disturbed area boundary <br />and is not part of the mine facilities. The road design meets all County and state specifications for <br />a rural 2 lane collector road. Nevertheless, the road will be reclaimed for the landowner once the <br />original road has been restored. The current mining area is on the Martin and Benson properties <br />north of the Permanent BB Road location and will continue until the outcrop is reached at the <br />northern limit of the property. This outcrop is immediately south of the BB Road detour. In order to <br />balance the low overburden cuts near the outcrop, cuts 66-69 may be taken on the west side of <br />2700 Road while mining northeast of the Sunshine Ranch Corner (intersection of 2700 Road and <br />• BB Road). <br />In 2001 mining encountered the West Lateral Ditch. Prior to that, a detailed engineering plan was <br />developed to place the water in a temporary pipeline which will be moved to the approximate <br />original location once the site is reclaimed. The temporary location is shown on Map 2.05.3-1 and <br />the final location as shown on the final topography map -Map 2.05.4-2. <br />The pipeline is of thick high density polypropylene (HDPE) and was designed to handle 32 cfs, a <br />flow much greater than the existing 20-25 cfs currently carried in the ditch. WFC diligently worked <br />on the design in order to ensure that the CC Company will be provided a long term supply of water <br />that is equal or betterthan their current supply. The plan also ensures that no downstream user will <br />be interrupted at any time, since the work can be done in between irrigation seasons. <br />Mining will continue west of the 2700 Road until the western limit of the property is reached in the <br />year 2010.
