<br />V) EXHIBI'T' "E" Reclamation Plan <br />1) The operator sates under (f)(V), "top soiling will be replaced at a minimum depth of 2 inches" <br />However, under EXHIBIT "D"(a) the operator states, "mining method will be to strip the topsoil <br />approximately 14 feet deep. If there is l4 feet deep topsoil, why is the operator only committing <br />to replace only 2 inches ?Please explain. <br />VI) EXHIBIT "F" Reclamation Plan Map <br />1) Please provide a map in accordance with Rule 6.4.6. The map must show, proposed <br />topography of the area with contour lines of sufficient detail to portray the direction and rate of <br />slope of all reclaimed lands. The map provided does not have a single contour line. The operator <br />points the reviewer to EXHIBIT "B" PAGE two, topography map, which shows the per-mining <br />topography of the area. <br />VII) EXHIBITS "G","H","I","J"and "K' Adequate <br />VIII) EXHIBIT "L" Reclamation cost <br />l) The Division is not clear from the application, if the applicant is going to conduct a phased <br />reclamation or reclaim the entire disturbed area after mining is completed. Please clarify. Please <br />also include the access road, in the reclamation plan. In order for the Division to properly <br />calculate the required reclamation warranty, the applicant must provide the reclamation cost in <br />accordance with Rule 6.4.12. <br />IX) EXHIBIT "M" and "N", Adequate <br />X) EXHIBIT "O" Owners of Record of Affected Land. <br />1) Has the operator identified all owners of records of the affected land ? <br />XI) EXHIBITS "P","Q","R" and "S".
