Section 815.15(a) Continued.
•
and in the northeast quarter of the northeast quarter, Section 16,
Township 9 North, Range 78 West. These leks are identified on Map
22, North Park Avian Distribution. Tn order to avoid any adverse
impact upon the local sage grouse population, no exploration activ-
ities, in connection with this permit application, will take place
in any of the leks during the critical sage grouse strutting period
from March 21st through June 1st. No other unique fish, wildlife
or other environmental values, as described under Section 780.16
(b), either within or outside the exploration area will be affected
by the proposed exploration.
(b) The person who conducts coal exploration shall, to the extent
practicable, measure important environmental characteristics of the
exploration area during the operations, to minimize environmental damage
• to the area and to provide supportive information for any permit appli-
cation that person may submit under Subchapter G.
Prior to and continually during the exploration program, Kerr Coal
will minimize environmental damage to the exploration area as
discussed under Section 776.11. To the extent practicable, field
personnel will visually monitor important environmental character-
istics with careful attention focused on wildlife habitats and
surface and subsurface water resources. Drilling activities con-
ducted within the proposed permit area will avoid habitats during
critical periods and no equipment will be allowed to move into an
area until the ground is sufficiently dry to support the weight of
the equipment. No new roads will be built until the ground on which
they are to be built is dry enough to eliminate any chance of
excessive surface damage.

815-4
