Mining will continue by stages in a westward direction <br /> until the reserve in Area 1 is exhausted. Next, mining <br />' activity will move south across the railroad to Area 2 and <br />' will proceed eastward by stages until the reserve in Area 2 <br /> is depleted. Mining will then commence in the east end of <br />' Area 3 north of the railroad. The excavation will proceed <br /> in a westerly direction. Finally, mining in Area 4 will <br />' start on the west end and proceed by stages eastward until <br /> the material in place is depleted. The mining of these four <br />' <br /> areas will be conducted in nine stages. Depending on the <br />' operator's success in obtaining commercial/industrial zoning <br /> for reclaimed lands in Area 2 and Stage Z, either four or five <br />' lakes will be created which will become part of the reclamation <br />' plan (see Exhibit E and map Exhibit F). Each mining stage <br />will be approximately five years in duration except the last <br />' stage which will be four years. Stage Z, a dry operation <br />located on two hillocks south of State Highway 96, will be <br />' mined intermittently throughout the life of the mine.
