~ • ~: <br />EXHIBIT D <br />' MINING PLAN AND TIMETABLE <br /> Mining Plan. The property known as the Pueblo ~Yest <br /> Pit was purchased by Valco, Inc. in a three-stage land <br />t acquisition program. The affected land is located west of <br /> the City of Pueblo along the south side of the Arkansas <br />' River. Locations to be mined are not contiguous; thus, for <br />' the sake of clarity in this application, we have assigned <br /> designations of Area 1, Area 2, Area 3 and Area 4 to the <br />' lands owned by Valco which it intends to mine. Negotiations <br /> have been under way for some time to purchase the property <br />' which separates Areas 3 and 4 (see map Exhibit C). If these <br />' negotiations ever prove successful, Valco will amend this <br /> permit application to include the new acquisition. <br />' Before mining activity began, use of the river bottom <br /> floodplain was confined to wildlife habitat and occasional <br />' and limited cattle grazing. Area 2 was and is an irrigated <br /> alfalfa field. Area 3 was and is an irrigated tree nursery. <br />' <br /> A small stretch of property along State Highway 96 is zoned <br />' industrial. There is residential development above the <br /> cliffs south of Area 4. The land across the river north- <br />' east of Area 4 was the prison honor farm.
