Finish mill feed bins
• Cement grinding
Air slide conveyor
10,000 ton cement storage
Truck and rail loadout
Cement bucket conveyor
Clinker and gypsum bucket conveyor
Raw recycle bin
Limestone feed transfer point
Reclamation ofthe cement plant will require dismantling and removing conveyors, grinding mills, storage
facilities, kiln, office building, railroad loadout, and other support structures such as pazking lots, fencing,
and concrete floors, foundations and footings. For the bond calculation, all demolition materials (asphalt,
concrete, steel, equipment, and superstructure materials) will be sold for recycling or buried on-site. Plant
areas will be graded to blend in with the surrounding topography before topsoiling and seeding.
The railroad spur is estimated to be approximately 20,000 ft long. The bond estimate is based on
removing the rail and ballast from the site, followed by grading to blend in with the surrounding
topography. These aeeas will be covered with topsoil (salvaged and stockpiled during construction), and
seeded with the prescribed seed mix.
Consistent with Rio Grande's Air Quality Permit, The surface mine will be reclaimed concurrently with
mining, so that no more than approximately 30 acres (less than 15.5 acres subject to wind erosion) should
be unreclaimed at any given time. In addition, approximately 40 acres of other disturbed aeeas for roads,
conveyor corridors, and other facilities aze assumed for these calculations. Grading includes smoothing
• final highwalls to no steeper than 4H:1 V and establishing drainage. Reclamation of the surface mine will
also require dismantling and removing the crusher and conveyors before grading, topsoiling, and seeding.
The access road and the bridge over the St. Charles River are assumed to be acceptable improvements that
will be taken over by the landowner, and therefore no reclamation is anticipated.
After direct costs are estimated, they are totaled (subtotal) and indirect overhead costs are added as
follows:
Insurance, Bonding, Contractor's Profit 12.6%
Engineering and Administration 9.25%
Reclamation of the plant and railroad spur will occur within 12 to 24 months of the exhaustion of the
resource or the end of the economic life of the facility.
•
1 I80-Mine Permit Exhibits (Ju1.05.02)FAlAL.doc L-2
July 8, 2002
