Equipment costs to calculate the original bond were based on the 1981 edi- <br />• ti on of the Rental Rate Blue Book for Construction Equipment. Equipment perfor- <br />mance factors and capabilities were based on Edition 11 of the Caterpillar <br />Performance Handbook. Seed costs were obtained from Native Plants, Inc., in <br />Salt Lake City, Utah. Costs included both the cost of equipment and main- <br />tenance, depreciation, and operator time to run the machinery. An "average" <br />operator was assumed to allow for some inexperience, as might be encountered in <br />subcontracting the work. It is assumed that all listed equipment was readily <br />available for` rental from local sources. <br />The steps in reclamation included the removal and backfilling of unde- <br />sirable surface material, scarification, topsoil application and sampling, fer- <br />tilizing, seeding, and mulching. Each of these operations, with the equipment <br />and materials to be used to accomplish the work, are discussed in the following <br />• sections. <br />Appendix 2.05.4-7 inventories the actual costs of 5148,113.00 spent to <br />decommission the haul road pursuant to CMLRD approved plan. <br />Mine Openings, Exploration Boreholes and Wells - <br />Haul Road and Facilities Area <br />Sun Coal Company has not constructed, developed, or utilized any under- <br />ground mine entries, adits, or drifts in or adjacent to the haul road. <br />Sun Coal Company, in the abandonment of geotechnical drill holes, placed <br />neat cement mixed with drill cuttings from the bottom of a drill hole to <br />approximately four feet of the surface and backfilled to the surface with drill <br />cuttings. <br />• <br />- 342 - (Rev. 5/86) <br />
