Establishment of Permanent Vegetation - Haul Road and Facilities Area <br />• Areas where topsoil had been applied and fertilized, were drilled with the <br />approved seed mixture (Table 2.05.4-4). Those areas that had minimal distur- <br />bance and were not topsoiled were broadcast seeded with the adapted seed mixture <br />in order to augment vegetation and restore former productivity, diversity, and <br />cover. Mulch was applied in topsoiled areas after seeding at a rate of 1000 to <br />1500 lbs. per acre using clean straw and was crimped into the soil after <br />spreading. <br />Because cattle grazing is anticipated to be the primary use of the <br />reclaimed areas, no shrub species were included. <br />Fencing Reclaimed Haul Road and Facilities Area <br />Fences were not constructed or recommended for the haul road or mine facil- <br />ities because of construction and maintenance difficulties. Sun Coal Company <br />• determined fence construction would: <br />Limit surface owner areas to areas outside of the permit area. <br />Restrict surface owner's ability to manage his ranching activities. <br />Require Sun Coal Company to install fences which .would have little <br />or no short- or long-term benefits. <br />Limit Sun Coal Company's access to perform routine maintenance activi- <br />ties. <br />Equipment -Haul Road and Facilities Area <br />The following is a list of equipment used to decommission the haul road: <br />1 grader 14C <br />1 Cat 225 backhoe <br />3 12-yard trucks <br />2 950 Cat loaders <br />2 D-8 dozers <br /> <br />- 340 - (Rev. 5/86) <br />
