<br />to retain a "third-party" contractor(s) to reclaim the disturbed mine area. <br />These costs were developed in 1983 and reflect the potential costs to reclaim <br />the mine area. Sun Coal estimated approximately 78.5 disturbed acres, or <br />approximately 40 percent, of the permit area required restoration. Prior to <br />establishing 1983 bonding limits, 23 acres had already been reclaimed in accor- <br />dance with CMLRD requirements. <br />Equipment costs were taken from the 1981 edition of the Rental Rate Blue <br />• <br />Book for Construction Equipment. Equipment performance factors and capabilities <br />are based on Edition 11 of the Caterpillar Performance Handbook. Seed costs <br />were obained from Native Plants, Inc., in Salt Lake City, Utah. Costs included <br />both the cost of equipment and maintenance, depreciation, and operator time to <br />run the machinery. An "average" operator was assumed to allow for some inex- <br />perience, as might be encountered in subcontracting the work. It was assumed <br />that all listed equipment was readily available for rental from local sources. <br />The steps in reclamation include backfilling and rough grading, overburden <br />scarification, topsoil application and sampling, fertilizing, seedbed prepara- <br />tion, seeding, fencing, pond maintenance, and; after bond release, pond removal. <br />Each of these operations, with the equipment and materials to be used to <br />accomplish the work, are discussed in the following sections. <br />During the reclamation process, Sun Coal Company's actual costs were <br />E745,840 to return the disturbed mine area to CMLRD approved plan. The reclama- <br />tion activities and associated costs are presented in Appendix 2.05.4-5. <br />Mine Ooeninos.
