The haul road from Routt County Road 27 to the interior of the mine azea will be regraded to an <br />• average 20-foot width and retained on the postmitte landscape as a permanent road. All azeas <br />adjacent to the road will be permanently reclaimed. <br />Management of wildlife will be noninkensive, with free use of the areas by big game and other species <br />allowed. Observations of wildlife use on reclaimed lands will be made. The Yoast Mine will <br />cooperate with the .Division of Wildlife when and where possible and will continue its polity of <br />resttiaed or prohibited hunting (based on mine safety considerations) and non-harassment of wildlife <br />on the mine property. <br />As required by Rule 2.05.5(1)(6), Seneca Coal Company (SCC) will request comments on the <br />postmining land use from the legal ox equitable owners of record of the surface of the pernit azea and <br />the state and local government agencies which would have to initiate, implement, approve, or <br />authorize the proposed use of the land following reclamation. Copies of the comments received by <br />SCC will be forwazded to CDMG for inclusion in the permit <br />Rev~etation <br />• The following sections detail seedbed preparation, seed mixes, plant lists, and seeding and planting <br />methods. Measures to enhance natural regeneration of native species or establish native speces from <br />seed and seedlings, have been emphasized. Implementation of these revegetation plan components, <br />in association with other reclamation procedures such as backfilli a and grading and topsoil <br />management, will ensure a rapid return of surface stability, accelerate natural succession and plant <br />community development, and achieve postrtitte land use goals. <br />Seedbed and Site Preparation. Seedbed preparation measures will generally not be practiced on <br />reclaimed areas. Direct hauling of topsoil is the pxefened method of topsoil replacement In <br />addition, native plant ptopagules may be present on reclaimed azeas topsoiled from stockpiles. <br />Seedbed preparation such as disking on dte contour may reduce germination or establishment of <br />desirable native plant speces in these topsoiled areas. Rangeland drills are used for seeding operations <br />and this type of equipment is able to handle the rough field conditions left by the scraper fleet <br />replacing topsoil. <br />Seedbed preparation by tillage will be considered in the following situations. Offset disking on the <br />• contour will be used in azeas where excessive surface compaction has occurred during topsoil <br />replacement, where surface roughness is too severe or soils aze too cloddy to complete seeding <br />PR-02 7 Revised Ol/O6 <br />
