Schmieding
Mined Land Reclamation Division
1313 Sherman Street, Room 723
Denver, Colorado 80203
Dear Mr. Schmieding,

_-- 1978
"~. i;r,4TI0N
Re Valco, Inc. - Rocky Ford East Pit - MLR File No. 77-560
Division of Water Resources Memorandum
We appreciate your referring to us the DWR memorandum of
February 15, 1978. Living and working in the Arkansas Valley
as we do at Valco, we are aware of water problems in the
Valley. Much of our product goes into concrete irrigation
ditches and other water facilities. In our operating area
throughout the Valley we continually attempt to conserve
water and minimize the effects of our operations on the hydro-
logic balance. We feel that we are doing a good job in this
respect.
Dr. Danielson's staff may have missed a few items in review-
ing our application. This is quite understandable in light
of the number of applications being processed at this time.
Our comments with respect to the items delineated in the
memorandum follow. They are numbered to conform to the para-
graph numbers in the memorandum.
1. On page 11 of the application we said that no water
is being used in the reclamation operation. The SCS report
reproduced on page 24 recommends that the plantings be
irrigated until established. The DWR failed to note that
on page 20 we said we would follow the SCS recommendations
with minor exceptions. On page 12 we pointed out that the
SCS plan for watering was not feasible at this time.
2. We interpret this comment to mean that augmentation
for evaporation is required in an amount of approximately
94 acre-feet of water annually. We believe the DWR has
failed to consider the amount of open water existing at the
present time, the work Valco has done and plans to do to
minimize disturbances to the prevailing hydrologic balance,
and the water to be gained by cessation of crop irrigation.
LA MAR CANON CITY PUEBLO
