Published notice appeared <br />in the Elbert County News on March 1, March 8, March 15, and March 22, 2007. <br />Certified mail receipts are enclosed as proof of mailed notices, along with an <br />affidavit from the Elbert County News, confirming publication. <br />One address, for the Sandford Family Trust c/o Edwin O. Sandford, III, Trustee, <br />has yet to yield a signed confirmation of the certified mailing. Currently, a second <br />mailing attempt has been attempted. Postmarked mailing receipts for this <br />address are enclosed, as well as tracking information from the U.S. Postal <br />Service. Pursuant to the Division's Rules and custom for the delivery of notices, <br />the applicant has exercised all due diligence in attempts to provided mailed <br />notice to this address.
