PUBL/C NOTICE COrY1b1ENTS
The permittee submitted comments:
• /. They requested a change in the legal contact person and a change in the rnai[ing address jot the facility contact.
These chnnges are being made.
2. The pennittee requested elaboration on the monitoring history described in section VI. B.1. regarding oil and grease.
T/tis is being added.
3. The permirtee stated that access jot the new sites (otrrfalls 012-017) is difficult. They are installing remote
monitoring equipment at these outfalls to ease monitoring far flow and pH. They requested that the oii and grease
frequency 6e reduced to monthly. As stated earlier in this rationale, no oil/grease sheen Itas ever been observed nt
nrty of their ourfalLr that receive only surface nrnoff. Additionally, they will install oil booms at these o[rtfalls jot
added security. On this basis, the monitoring frequency for oil and grease at these outfalls will be rnontitly.
4. The permirree asked Char [he previous winter monitoring exemption be extended nvo months. As modified by [his
amendment, the exemption is not limited by months; it is based on weather and access catdi[ions. This will address
the pennittee's concerns as stated in the draft amendment.
5. The pennittee noted tltar the arnendmenr included requirements for otttfa/l 007 in Pan I.A.4. of rite permit. This
orrtfnll was deleted some rime ago (prior to the most recent permit renewal) bur was inadvertently lefr in the permit.
!t will be removed now. Also, the permittee noted that in nvo places, the permit refers to copies of WET-related
information being submitted to EPA as attachments to the discharge monitoring repons (DMRs). Since D~ti1Rs are
no longer required to be submitted ro EPA, tJtese references will be deleted.
6. The perntit previously waived WET testing jot ourfalls 004 and 008 for the first calendar quarters. This waiver is
being carried over via this amendment.
No other parry submitted comments. The amendment will be modified ns srnted in the ahove paragraphs.
Ion C. Kubic
July 27, /999
