<br />EXHIBIT C <br />MIMING PLAN <br />Lonnie Shults intends to pursue this proposed gravel pit as a periodic aggregate source <br />for projects in the Meeker area. Rio Blanco County Road and Bridge plans to use this <br />gravel pit as a source for materials in the construction of a new alignment of County <br />Road no. 127. <br />Access to the site is from existing Rio Blanco County Road no. 127 and a private access <br />road owned by Lonnie Shults. <br />Mining operations (crushers, conveyors, dozers and scrapers and possible asphalt plant) <br />will be located in the Westerly portion of the gravel pit. The topsoil will be stripped <br />and stockpiled in the Southerly area of the mine site. This stockpile will accumulate over <br />the life of the pit, but will be re-vegetated within a 90 day time frame. Only the <br />immediate area of disturbance (approximately 3 acres) will be striped of topsoil to cut <br />down on the amount of stockpile. This topsoil stockpile shall have a maximum of 3: I <br />side slope and be revegatated with the attached recommended Natural Resources <br />Conservation Service mixture for stabilization. The gravel will generally be mined from <br />South to North. All mining and processing operation will be designed to manage storm <br />water runoff, so that no sediments flow to existing drainage. Exposed areas will have <br />small swales constructed along contour lines spaced at convenient intervals to control <br />erosion. At the base of the mining operation an additional Swale will be constructed as a <br />safety measure to control runotl'within that particular area. Noxious weeds will be <br />controlled on all disturbed areas by approved mechanical method or an Environment <br />Protection Agency (EPA) registered herbicide. <br />The topsoil shall be placed on the side slopes when mining in that section has been <br />completed and seeded under the SCS requirements while the floor of the gravel pit will <br />remain as is to promote good drainage as per the owners requests. The projected goal <br />of the owner is construct a hay stackyard. <br />The gravel bed lies under about 6 inches of topsoil. The gravel itself is approximately 20 <br />feet thick. There will be a maximum of 20,000 tons of gavel removed a year. Finished <br />products will be stockpiled on site. <br />A. The estimated date that mining will commence is July 2000. Mining is estimated <br />to continue for approximately ten years. <br />e. The estimated depth of topsoil is 6 inches (see EXHIBIT E -map, for stockpile <br />location) <br />C.
