All blasting will be conducted between sunrise and sunset at locations defined in the published <br />blasting schedule. Unscheduled blasts would be conducted only where public or operator health and <br />safety so require and for the emergency blasting situations described in the blasting schedule and <br />below. <br />Safety considerations may dictate emergency detonations at times other than those defined in the <br />published blasting schedule. The following conditions, as defined in regulations (30 CFR 77) <br />promulgated under the Federal Coal Mine Health and Safety Act of 1969 and 1977 Amendments, <br />Federal Mine Safety and Health Act, shall be cause for detonations under emergency conditions: <br />a. Damaged or deteriorated explosives or detonators; <br />b. Misfires and/or undetonated explosives <br />c. Presence of static electricity or stray current conditions; <br />d. Weather conditions that may indicate a potential safety hazard; <br />e. Operator safety or safety considerations for the general public. <br />Should such detonations occur between sunset and sunrise, in addition to the required warning <br />signals, oral notices will be provided to all persons within one-half mile of the blasting site other than <br />the employees of the mining operations and a complete written reports of blasting at night will be filed <br />with the Division not later than three days after the night blasting. The report shall include a <br />description in detail of the reasons for the blast, including why the blast could not be held over to the <br />next day, when the blast was actually conducted, the warning notices given, and a copy of the blast <br />report required by 4.08.5. <br />An example of the blasting schedule to be initially published may be found in Attachment 14-2. Also <br />enclosed in this attachment is Figure 14-2-1, Blasting Schedule Distribution Area. Blasting areas <br />specified in the blasting schedule notice are identified on the Tgure. The figure also shows the area <br />where blasting schedules and instructions on how to request a preblast survey are required to be sent <br />if dwelling exist. <br />Blasters <br />All surface blasting activities will be conducted by experienced, trained, and competent persons who <br />understand the hazards involved.
