• Fly Rock. Stemming is loaded into blastholes prior to detonation to substantially reduce the <br />occurrence of fly rock. Fly rock which may result from blasting operations shall not be cast from the <br />blasting site more than one-half the distance to the nearest dwelling or other occupied structure, and <br />in no case beyond the line of property owned or leased by Seneca or beyond the area of regulated <br />access. <br />Blasting Schedule <br />A blasting schedule will be published in the Hayden Valley Press newspaper which has general <br />circulation in the area in which the mining complex is located at least 10 days but not more than 20 <br />days before initiating the blasting program. Blasting schedules will be distributed by mail to local <br />governments and public utilities, and mailed or delivered to each residence within one-half mile of the <br />blasting site described in the schedule. The blasting schedule delivered to each residence within one- <br />half mile of the blasting site will be accompanied with information advising the owner or resident how <br />to request apre-blast survey. No residents are currently within the one-half mile. <br />The blasting schedule will be published and distributed at least every twelve months and at least 10 <br />• days, but not more than 20 days before beginning blasting whenever the area covered by the schedule <br />changes or whenever periods for blasting significantly differ from the prior announcement. If the <br />change is temporary in nature, local governments and individuals to whom the original schedule was <br />sent shall be notified by telephone or personal contact followed by written notice. <br />The blasting schedule will identify as accurately as possible the location of the blasting site and the <br />time periods when blasting will occur. The blasting schedule will contain at a minimum: <br />a. Identification of the specific areas in which blasting will take place. The specific blasting <br />areas described will not be larger than 300 acres; <br />b. Dates and time periods when explosives are to be detonated; <br />c. Methods to be used to control access to the blasting area; <br />d. Types of audible warnings and all clear signals to be used before and after blasting; <br />. e. A description of possible unavoidable hazardous situation when it may be necessary to blast <br />at times other than those described in the schedule. <br />6 Revised 2/02 <br />
