<br />EXHIBIT E <br />RECLAMATION PLAN <br />The proposed end use for the reclaimed land will eventually be residential homesites. The <br />landowner proposes to leave final grades that will allow reasonable access via the existing <br />road system. Sufficient topsoil and overburden will be stockpiled during the mining process <br />to allow for the establishment of vegetation prior to the construction of homes. It is the <br />operators intent to regrade and revegetate the disturbed land to stable slopes such that a bond <br />release can be obtained from DMG prior to the construction of any homesites. <br />Due to the steep and mountainous nature of the property, it will be difficult to do concurrent <br />reclamation with the mining operation. The mining plan is designed to minimize disturbance <br />during extraction, however, it has been assumed that the entire site will be disturbed before <br />final reclamation can be accomplished on any part. <br />The site at present conditions is heavily forested. The reclamation will not restore the forest <br />to the same density of trees. It is anticipated that trees will be planted when the homesites <br />are developed and there will be some natural succession of trees as is common in alpine <br />forests. The intent of the reclamation is to revegetate the slopes with grasses that will <br />adequately stabilize the area in preparation of future development. <br />The reclamation sequence for the property will be as follows: <br />]. Final grading of the property will be completed including the incorporation of an <br />upgraded access road, drainage swales., etc. <br />2. Topsoil that was stockpiled along the State Highway ROW will be pushed down the <br />hillside and evenly spread to a depth ranging from 4" to 6". Soil amendments are not <br />proposed for this area. The topsoil has a high organic content and is not expected to <br />need additional fertilization. <br />3. The approved reclamation seed mix will be applied using hydromulch techniques. <br />The proposed reclamation plan does meet the requirements of Rule 3 of the Division of <br />Minerals and Geology Rules and Regulations as follows: <br />3.1.5 Grading <br />(1) The proposed grading will create a topography that is appropriate for the final end use <br />selected for the plan. <br />(2) All backfilling and grading done on the property will be compacted to assure stability. <br />There are no known toxic materials on the site that would cause leaching problems. <br />E-1 <br />
