Although the Alamosa National Bank is now <br />holding a $2,500.00 certificate of deposit Eor this operation, what <br />is needed is for you to put such a certificate of deposit to~,ether with <br />the properly executed bond form that I sent to you, and submit both to <br />our Division (once the amount of the bond has been set by our Board). <br />This bond is not released by our Board until reclamation is complete. <br />When the remaining reclamation activities for this operation have <br />been more clearly defined, you will be able to give me a cost figure <br />that reflects the costs of all the necessary reclamation activities for <br />the operation. At this point, for a six-acre pit, $750.00 seems much <br />too low. <br />Typical reclamation costs for major distrubances are at least $1,000.00/ <br />acre. Given the size of this pit I would normally recommend the maximum <br />bond for a limited impact operation of $5,000.00. However, given <br />the fact that only limited grading may be necessary, the costs may be less <br />`~~ than this. I suggest that you itemize your reclamation costs after <br />answering my questions in this letter and give me your revised figure <br />for the total reclamation cost. <br />Before the Board can consider this permit application, you should also <br />submit the following two items: 1.) Proof of the two sequential weeks of <br />I publication in a local newspaper (form outlined on back on Complete Letter <br />of 3/25/82), and 2.) Proof of notification of the landowner of the pit and <br />any landowners immediately adjacent to the permit area. The first of these <br />can be copies of the publications or a copy of the publisher's affidavit. <br />The second of these should be the green, certified mail return receipts <br />that show [hat the landowners have each received a copy of the publication. <br />Please feel free to call me to clarify any parts of thls letter or otherwise help <br />in any way with this permit. I have tried to be comprehensive in my review so <br />that we can minimize our necessary correspondence and be ready for the scheduled <br />April meeting of the Board.
