WWTP dischazges to unnamed tributaries to Red Wash and <br />Scullion Gulch. The Blue Mountain Energy, Inc. facility is a surface and underground coal mining <br />facility that covers several acres. This WQA addresses Blue Mountain Energy, Inc. mine water <br />discharges from five outfalls (numbers 004, 023, 024, 026, and 029) and domestic wastewater <br />dischazge from Outfall 004, which is combined with mine water prior to discharge. Based on <br />WQCD procedure, discharges consisting entirely of surface mnoff aze not evaluated in this <br />assessment. This is because automatic discharges of surface runoff will not occur during periods of <br />critical low flow as surface runoffonlyaccurs during precipitation events, and any manual releases <br />of surface water dischazges from ponds will be required to meet the assimilative capacities set forth <br />in this WQA. <br />According to discussions with the water commissioner who is a representative from the State of <br />Colorado's Division of Water Resources, District VT in Steamboat Springs, Red Wash and Scullion <br />Gulch and their tributaries have a low flow of zero.
