• 4.14.3 Covering Coal and Acid-Forming and Toxic-Forming Materials
Sunbelt will not have any exposed coal seams remaining at the end of
mining and reclamation. Permanent sealing of portals is discussed in
Section 4.07.
No acid-forming or toxic-forming materials have been encountered during
the past and present mining by Sunbelt.
4.14.4 Thin Overburden
Because the Sunbelt operation is an underground mine, the requirements
of this Section are not applicable to the application.
4.14.5 Thick Overburden
Because the Sunbelt operation is an underground mine, the requirements
• of this Section are not applicable to the application.
4.14.6 Regrading or Stabilizing Rills and Gullies
The implementation of mulching and soil stabilizing practices outlined
under Section 4.15.4 will lessen the possibility that erosion can become
a serious problem. Sunbelt plans to utilize mulch as soon as practical
after grading, and on steeper slopes, contour furrows will minimize
overland flow over any long slopes.
If gullies deeper than 9 inches should form, the gullies will be blocked
to prevent additional erosion and they will be treated with the above
mentioned treatments and given the opportunity of stabilizing themselves
through the growth of vegetation.

4.14-2
