<br />4.06 TOPSOIL <br />4.06.1 General Requirements <br />As explained in Sections 2.04.3 and 2.04.4, the entire area to be used <br />for surface facilities of the Sunbelt Portals has been disturbed by <br />previous mining activities. Because of this previous disturbance, the <br />topsoil in the area has been affected by past construction of face-up <br />areas, stockpiling of coal and location of facilities. <br />4.06.2 Removal <br />Because the area has been previously disturbed, no soil will be removed. <br />4.06.3 Storage <br />The estimated quantities of topsoil to be stockpiled are found in <br />• Section 2.05.3. As can be seen on the Drainage & Sediment Control Plan <br />Map (Map 6), a topsoil stockpile will exist for support facilities <br />incidental to the underground mining operations. This stockpile results <br />because immediate redistribution is not practical because of the <br />inherent nature of the underground operation. The support facilities <br />must remain in place for the life of the operation. The stockpile has <br />been placed on a flat and stable portion of the permit area such that <br />this stockpile can be protected from the external effects of both wind <br />and water erosion. The stockpile has also been placed to avoid <br />.disturbances other than those incidental to its deposition and removal. <br />A topsoil marker sign will be placed on the stockpile to prevent <br />inadvertent disturbance, unnecessary compaction, or contamination. At <br />the location where topsoil will be stockpiled, in place topsoil and <br />vegetation need not be removed prior to stockpiling the topsoil. <br /> <br />The topsoil stockpile will be seeded with the perennial seed mixture set <br />forth in Section 2.05.4 to control erosion. <br />4.06-1 <br />
