No surface or underground blasting, road or access route construction will occur with this <br />project. The project will be undertaken during the spring and summer of 2006. All <br />regulaz underground safety precautions will be followed. <br />Sb. Additionallnformation <br />1). No topsoil will be salvaged and stored. <br />2). No new roads or drill sites are required, therefore no earthmoving is required. <br />3). No revegetation is necessary as no disturbance to native vegetation or <br />vegetation communities will occur. <br />4). No holes will be drilled. <br />5). The Hay Gulch alluvial aquifer will not be encountered, and there are no <br />known regional or perched aquifers in the $urnwell Mine (see National King Coal <br />permit document for supporting documentation). <br />6). No holes will be drilled; therefore no sealing or plugging will be required. <br />When investigations are completed, the portals will be resealed with the "bat" <br />doors to prevent human access and allow wildlife access. <br />7). No wells will be developed. <br />6. The portion of the Environmental Assessment conducted by the U.S. Department of <br />the Interior, Bureau of Land Management for the East Alkali Tract (immediately adjacent <br />to the National King Mine) addressing threatened and endangered species has been <br />appended. The conclusion of the BLM was that, "No listed Federal or State threatened <br />or endangered plant or animal species or potential habitat for such species is known to <br />occur on or near the proposed project area. Therefore, there are no direct, indirect, or <br />cumulative impacts identified. " <br />7. No portion of this NOI needs to be considered confideatial. <br />8. Rule 2.02.7 does not address filing the NOI at the county courthouse. <br />9. It is the assertion of the permittee that this project does no constitute "substantial <br />disturbance" as defined by Rule 1.04(127), and therefore a reclamation bond is not <br />required. <br />10.
