' <br />4.1 OVERVIEW <br />The objective of the proposed augmentation plan is to <br />prow ida a means oY preventing impacts to valet rights caused <br />by: <br />a. PCC•s out-of-priority storage and consumptive use <br />of water from the already constructed and proposed <br />ponds (Figure 2); and <br />• b. Pit inflows that result in removal of water from <br />the shallow aquifer which supplies some surface-water <br />rights via springs and seeps. <br />The objectives of the plan are achieved as follows: <br />1.
