<br />IV <br />E. The proposed site is located in a transition zone between a HMGII and <br />HMGIII Visual Resource Class. The nearest residence is about '~ mile north <br />and the view is partially obstructed by a grove of cottonwood trees. There <br />are two gravel pits on private lands which are directly adjacent to the site. <br />Their locations are NE`4SW`4SEZ Sec. 34, T.44N., R.11E., and NW`,.SW',, Sec. 35, <br />T.44N., R.11E. <br />F. All mineral rights are owned by the Bureau of Land Planagement. <br />G. There are no significant archaeological or cultural resources in the <br />area (see attached archaeological clearance). <br />H. A field survey revealed no paleontological resources were evident at the <br />site. However, the area is designated as Class 2, which is defined "the <br />presence of fossils of scientific value has not been established, and is not <br />anticipated". <br />Environmental Consequences <br />A. The no action alternative would produce no impacts. <br />B. The following environmental impacts are a result of the proposed action. <br />Since this permit is only in effect through October, 1989, most of the impacts <br />will be short-term. <br />- Air quality will be locally impacted due to increased road traffic and <br />machinery. <br />- Some wind erosion may occur on the site during excavation procedures. <br />- Vegetation will be temporarily lost from the site. <br />- There will be an adverse impact on the visual quality of the area. An <br />adjacent landowner has expressed his concern regarding this impact. <br />- Noise levels will be higher due to machinery. <br />C. Mitigating Measures: <br />1. The pit will be excavated to a maximum depth of ten feet to minimize <br />the visual impact. No stockpiling of gravel will be allowed at the <br />site. <br />2. All available topsoil and other suitable plant growth material shall be <br />stockpiled no higher than 8 feet above ground level. These stockpiles <br />shall be seeded to prevent wind erosion. The seed mixture shall con- <br />tain the following species on a per acre basis: Ephraim crested wheat- <br />grass @ 3 lbs., western wheatgrass @ 3 lbs., and yellow sweetclover <br />@ 1 lb. <br />3. All debris will be removed from the site after operations cease in the <br />fall of each year. Equipment shall be parked in a localized area and in <br />an orderly manner. <br />
