<br />Mr. Rick Vette <br />Mining Plan <br />-3- <br /> <br />May 16, 1988 <br />MIDWAY PIT ADEQUACY CONCERNS <br />After reading the mining plan it is unclear whether aRy mining activity other than <br />stockpile removal will take place at this site. Please indicate if stockpile <br />removal is or is not the only anticipated mining activity. If extraction of gravel <br />or sand resources is planned, it will be necessary to address the requirements of <br />Rule 2.12(3) and (4 ). The mine plan should be sufficient in detail so that all <br />site disturbances at aqy time during the life of the permit are described. <br />As r~aquired by Rule 2.12, all aspects of the mining plan must be addressed. Please <br />provide the following information: the location and method of material removal; <br />amount and location of topsoil; topsoil stockpile locations; gradient of highwall <br />(i.e., vertical, 1:1, 2:1, etc.); location and size of haul roads and access roads; <br />1oca~tion and dimensions of visual berms; material stockpile locations; appropriate <br />maps and figures as discussed in the text of this letter and as required by Rule <br />2.12(3) and (4 ). <br />Reclamation Plan <br />(1) Please review the proposed reclamation plan so that the final land <br />configuration, as stated in Permits M-80-086 and M-80-156, corresponds to the <br />currently anticipated site disturbance. Please note that the materials <br />required in Rules 2.12(5) and (6) must be addressed. <br />(2) In order to avoid any future confusion or problems, it would be wise to <br />incorporate into the Midway Permit the applicable portions of the reclamation <br />plans from Permits M-80-086 and M-80-156. <br />(3) Please note that E1 Paso County Planning Department has stated that the <br />proposed reclamation plan will not be consistent with county plans. Please <br />see Zoning Compliance comments below. <br />(4) Please provide a comprehensive reclamation seed mixture which includes <br />grasses, a legume and a forb which are appropriate for this site. <br />Water• Information <br />Please describe the erosion control structures constructed on the site. <br />Wildlife Information <br />Plea<.:e incorporate into the permit the Colorado Division of Wildlife statement <br />whicF~ indicates that the operation will not pose a significant impact to wildlife. <br />Vegetation Information <br />Please incorporate the appropriate portions of Exhibit J from Permits M-80-086 and <br />M-80-156 into the Midway permit application. This is necessary since Rule <br />2.12(10(a) requires more specific vegetation information than what has been <br />submitted. <br />
