properly graded and seeded with Seed Mix No. 1. Fencing removal costs are shown in
Attachment 13-4.
Solid Waste Disoosal Site. After burial of all mine debris that is appropriate for
disposal in the solid waste disposal area, the solid waste disposal site will be final
graded, soiled, end planted with Seed Mix No. 1.
Access Roads Not Associated With Sediment Pond Abandonment. Two permanent access roads
for postmine land use will be retained on the reclaiine~i landscape. These roads are
described in the bonding section of this tab and are shown on the Postmine Topography Map
(Exhibit 12-9). All remaining roads will be reclaimed as:;umi ng no bonafide requests ere
received to leave additional roads. No roads will be left without first receiving
Division approval. The road base will be dozed into the cut area, the remaining surface
will be ripped, culverts removed, graded, and the site soiled. Reclaimed roads will be
planted with the appropriate seed mixes and any shrubs or trees according to the
reclamation plan.
Sedimentation Ponds and Access Roads to These Ponds. Pond:: 002, 003, and PECOCO reservoir
are to be retained as permanent impoundments. After all other areas have been reclaimed
and have undergone the ten-year observation period for determining reclamation success,
and assuming there are no bonafide requests to leave other ponds or roads for the future
landowner, remaining sediment ponds and associated aeense: roads will be graded, ripped,
and soiled. The reclaimed roads and pond sites will be seeded either with Seed Mix No. 1
or Seed Mix No. 2, depending on site characteristics. Shrub and tree plantings will be
made if site characteristics and location are appropriate.
Bonding
Introduction. The purpose of this section is to provide a reclamation cost estimate, with
supporting documentation, for determination of a reclamation performance bond for lands
disturbed at Peabody~s Seneca II Mine. This document sill provide information regarding
all disturbed lands within the proposed permit boundary. The amount of bond required was
developed assuming that the bond would be forfeited at a t:i me when reclamation liabilities
are highest within the five-year permit term (1992-199~i). This condition is most likely
to occur at the stage in the mining sequence when the area from which topsoil has been
removed is largest and the volume of material to backfill the open pit areas is greatest.
13-50 Revised 72/01/93
