Abandonment Plan <br />After all permit areas have been mined or at the time of filing a notice of abandonment <br />(permanent cessation), the following procedures will be employed. <br />Last Active Pit and Hiohwall. After all coal is removed, the area will be graded and the <br />h ighwall reduced (see Exhibit 12-9, Postmining Topography Map). The site will be prepared <br />and soil replaced. Reclamation will proceed in accordance with procedures presented in <br />this tab. <br />Internal Haul Roads. All haulage roads will have road base materials dozed into cut areas <br />where they will be covered by fill material during the road grading operations. The road <br />area will be ripped approximately 18 inches deep. The site will then be graded, soiled, <br />and seeded (see Exhibits 12.9 and 13-1, Postmining Topography Nap and Postmining <br />Vegetation Types, and Tab 9, Attachment 1, Topsoil Management Plan and Scheduling). <br />Reclamation will proceed in accordance ui th procedures presented in this tab. <br />Shop and Facilities. Assuming Seneca II does not receive any bonaf ide requests from the <br />postmine landowner to leave the mine office and facilities, ell Structures will be <br />disassembled and the foundations broken and buried in the solid waste disposal site as <br />shown on Exhibit 12-2, Mining Facilities Map. Any bonaf ide requests will be submitted to <br />the Division for approval. Any contaminated soil or fill materials will be properly <br />disposed. Soil will be replaced in accordance with Tab 9, Attachment 1, Topsoil <br />Management Plan and Scheduling. The site will be seeded with Seed Mix No. 1 and <br />reclamation will proceed in accordance with Tab 13 provisions. <br />Powerl fines. Power lines end power poles will be removed. The holes and any disturbance <br />associated with powerline removal will be reclaimed according to procedures specified in <br />this tab. Several poles may be left as raptor perches in interior reclaimed areas. If <br />poles are to be retained as raptor perches, they will not exceed more than 2 poles in 1600 <br />feet. Requests for retention of poles will be submitted to the postmine landowner and the <br />Division for approval. <br />Fences. Perimeter fences may be removed at the request of the postmine landowner when not <br />necessary to meet final fencing configuration patterns for better pasture use management <br />or fencing along property tines.
