Project Description/Narrative Guidelines for submittal Describe type of project: Project involves drilling and coring of exploration hales and subsequent reclamation of all exploration related disturbance. A total of 11 holes will be drilled within the project area. The drillholes will range from 425 to 1,475 feet in depth. 2. Location and t}'pe of on-site facilities/structure: Except for the temporary setup and use of the drill-rig, there will be no facilities/structures associated with the project. Acreage and location of all disturbed areas: Existing Routt County Roads, existing coal haulage roads, unimproved ranch roads and jeep trails will be used for drilling access where feasible. In the circumstance where direct access to a proposed drill-site is not possible using existing roads, drilling equipment will be moved overland the short distance from the road to the drill-site +a~ithout constructing a new road. All of the 11 drill pads will be of uniform size, a maximum of approximately 100 x 100 feet (approximately 0.23 acres each). Pad construction will begin with removal of existing topsoil material for use in reclaiming the pad. Available topsoil material will be stripped and stockpiled on the uphill side of the pad. After stripping and stockpiling the available topsoil, minor grading and leveling will be completed to establish the drill pad and accommodate the drilling and support equipment. Mud pits will be constructed within the graded pad area. Generally two or three pits are required, with typical pit dimensions of 10 x 5 feet and 6 feet deep. All drilling fluids will be contained within the mud pits, and all drilling supplies will be contained within the area of the drill pad. Any runoff and associated suspended sediment from the drill- pads will be controlled and contained by grading, and perimeter berms on the downgradient side(s) of the drill pad, with release of any minor runoff accumulations in a controlled manner through rock check-dams, .silt fences, and/or straw bales or wattles, as appropriate. 4. Type of equipment on site. Mobile drill-rigs, water truck, support vehicles, and geophysical logging truck. 5. Type of vehicles used for project: See response to Item 9. 6. Number of employees. The exploration holes will be drilled with a rotary drill-rig, which typically requires three workers per rig. It is anticipated that one drill-rig will be required far this project. CCR plans to schedule operations on a 24-hour per day basis to minimize the time required to complete the drilling program; exploration holes should be completed within 40 to 60 days. Other associated activities (sampling, logging, and project management) may add another 2 to 3 workers to the number of individuals working on-site at any given time. Phasing plan. CCR plans to complete the proposed exploration activities during the summer and fall of 2007, however, weather or other unanticipated delays may result in the work extending into the spring and summer of 2008. 8. Date of commencement. CCR plans to initiate exploration activities in early-July 2007, or as soon as all necessary approvals are received 9. Completion date. The project, as noted in Item 7, is projected to be completed by summer 2008. 10. Location of stockpiles for topsoil, overburden, etc, if any. The only topsoil stockpiles (or windrows) frill be located along any roads that are constructed and at the drill-sites. Any recovered soil materials will be +vindrawed off the edges ofnewly-constructed roads and on the upslope perimeter of the drill-sites.
