<br />8. Coal Handling Facility (2.05.3 pg 105) -All references should be deleted since the <br />facility was sold, dismantled and removed in 1994. Reclamation of the site was <br />completed by second quarter 1995. <br />Additionally, if and where there aze any references to the Dragline, they should also be <br />deleted. The dragline has been sold and dismantling and removal is expected to be <br />complete by September, 1996. <br />9. Modify text concerning "Electrical Distribution Sys[cm" removal (2.05.3, pg 105) - <br />The portion of this system from the Substation, located between sections 35 and 36, to <br />a point directly East of the shop/office/warehouse (including the north lateral serving <br />the dragline) has been sold to Public Service Compan}• of Colorado. t?thers now <br />served from portions of [his line include several oil wells, two gas compressor stations <br />and a cellular phone system. References to "electrical distribution system" removal <br />should be modified. <br />]0. Consider alternative uses for main (paved) mine access road (2.05.3, pg l05) -Waste <br />Services Corp. will use portions of the road to access its proposed solid waste disposal <br />site (West of and immediately adjacent to the Keenesburg Mine). What issues does <br />this use raise under the perrnit? <br />• 11. Discussion of alternate use for mine facilities (shop/office/warehouse) and attendant <br />areas (2.05.3, pg 105) - While there are no immediate sale or lease prospects, the <br />facility has value where it is presently located. Alternate Use Change can be <br />considered now, or as need and interested parties become available. <br />12. Stone water discharge monitoring and reporting (2.05.3, pg 105) -Despite information <br />provided in the text to the contrary, Coors presently has an active discharge permit. A <br />CDPS General Permit (No. COG-850000) was approved 3/15/95. All references in the <br />Permit should reflect this change. To date there still has been "no dischazge" from the <br />property, despite the high precipitation levels of 1995. <br />13. Bond Calculation (2.05.4 pgs I I8-122) - It is suggested that bond recalculation be <br />undertaken by the Division on its modeling format, and reflecting: <br />a) Coal Handling Facilities have been sold, salvaged and removed and the land <br />reclaimed. <br />b) The dragline is sold and is being removed (complete by 9/96). <br />c) Changes to the costs of reclamation for which bonding is needed (DMG model). <br />d) The amounts of overburden and topsand materials which have been "moved" <br />since the last permit renewal. <br />u <br />
