Because the Bear Coal Company currently has existing operations, <br />• additional environmental impacts from mining will be minimal. Support <br />facilities such as office buildings, crushers, etc. are already owned by <br />the Bear Coal Company and will only be relocated to maximize the <br />additional reserves to be mined. The area which will be disturbed will <br />be reclaimed to beneficial uses similar to adjacent areas. Importantly, <br />the nation will continue to enjoy continued production of coal at <br />increasing rates and will receive royalty revenues since the coal mined <br />will be Federal. <br />The Bear Coal Company respectively requests that the Division and the <br />OSM approve this application and the mining and reclamation plan as <br />delineated within this application. <br />Compliance with the Colorado Surface Coal Mining Reclamation Act of 1979 <br />In an effort to facilitate and expedite the review of this revision, the <br />Bear Coal Company has held meetings with the Division and OSM during the <br />• summer and autumn of 1981 for the purpose of discussing and reaching <br />some understanding concerning the permit format, design criteria for <br />certain structures, and environmental baseline information requirements. <br />This revision of the Bear Coal Company has proceeded in substantial <br />reliance upon discussion held at these meetings and subsequent <br />conversations and general meetings held by the Division. <br />Also, it must be emphasized that both the Division and OSM have <br />significant familiarity with ongoing operations of the Bear Coal <br />Company. In other words, much of this permit revision covers <br />technicalities which have been scrutinized in previous permit <br />applications. <br />Maximum Utilization and Conservation of the Coal <br />The Bear Coal Company strives in its mining operation to recover the <br />maximum coal tonnage that may be practically removed. The overall goal <br />. of Bear Coal Company with respect to coal recovery is to go well beyond <br />9 <br />
