Page 2
•
4. A. A revised map is included, labelled Exhibit C-2.
5. A. Under Reclamation Performance Standards - Grading, delete the
sentence, "Slopes will approximate a 2:1 grade and will not exceed
the natural angle of repose of the waste material." Add, "The angle
of regraded slopes will not be conspicuously different than the angles
of slopes in the surrounding terrain." That is regrading will be
carried on so as to blend in the affected area with the surrounding
topography as well as possible without creating unneccesarily high
safety, erosion, etc., hazards. At the ~D-6 Mine, the only area
Cotter is both responsible for and will require grading is the waste
dump area as labelled on Exhibit C-2.
B. At the permanent closing of the mine, venthole fans will be dismantled
and removed, the hole will be plugged by blasting, the concrete pad
removed, and the area will be reseeded with the following mixture
recommended by the Bureau of Land Management:
Lb.pls/A
Crested wheatgrass 4
Western wheatgrass 6
Four-wind slatbrush 3
Indian ricegrass 2
Yellow sweetclover 2
C. Several key points in the Department of Energy (formerly the Energy
Research and Development Administration, or E.R.D.A.) lease have an
effect on the reclamation plan. They are as follows:
1) Because of the possibility that waste dumps may contain, what
could be in the future a marketable grade oP ore, the major
portion oP the dump cannot be removed from the lease block.
This stipulation also puts somewhat of a limit on the extent
of grading that can be done, that is, the dump cannot be spread
over a large area so as to make the material irretrievable in
the future.
2) Portals, adits, ventholes, and any other such Features of the
mine cannot be permanently closed without the approval and
consent of the Department of Energy. This would be applicable
to the reclamation plan in the event that Cotter would cease
mining when the D.O.E. considered the mine to still hold market-
able ore.
3) According to the lease, reseeding must be done under the recom-
mendation of the surface managers, the Bureau of Land Management.
Therefore, Cotter is obligated to use the seed mixture recommended
by this agency.
4) All pre-existing structures, including roads, must be left
intact and restored to their original state at the cessation
of mining.
