If the salvaged topsoil is not to be utilized in reclamation within <br />~/v "~~Sr one growing season, please also commit to stabilize the stockpiled material and describe how that <br />r~tt'~ V stabilization will be managed. <br />EXHIBIT C. Section (c): You have stated that there is no waste rock at the site but have not <br />indicated if there is overburden. Your minine plan map, however, indicates an overburden stockpile and <br />Exhibit D, Section (I) (a) states that [here is some overburden at the site. <br />~Y <br />Please estimate [he amount of overburden to be removed during the operation as separate from <br />topsoil. (This estimate should have some relationship to the thickness range of distributed overburden <br />requested for Exhibit D, Section (I) (a) below.) <br />EXHIBIT C, Section (i) and Section (I): You have indicated that storm water runoff from the <br />permit area will be directed toward the highway culvert west of the pit. You have not indicated how the <br />x0~" effect of the disturbance associated with operation on the quality of that runofFand therefore on the quality <br />.,A"~ of surface water in the area will be minimized. In other words, you have not described what will be done to <br />NN minimize the amount of sediment carried off site by that runoff. <br />Please indicate by what means you intend to minimize the effects of the operation on the quality of <br />surface water in [he area resulting from sediment laden storm water leaving [he site. <br />EXHIBIT C, Section (k): You have stated that no refuse or acid or toxic producing materials will <br />be exposed during your mining operation. Sectior, (k), however, requires you to indicate how you will <br />handle such materials if you expose them not whether or not you expect to expose [hem. The Division is <br />0~ particularly concerned in this regard because your mining and reclamation plan maps indicate an old <br />landfill is present within your permit area. <br />Please indicate how refuse or acid or toxic producing materials will be handled and disposed of if <br />exposed during the mining operation. <br />EXHIBIT D, Section (I) (a): You have stated that less than 12 inches of overburden will be <br />replaced at the exvaction areas upon termination of excavation but no minimum amount of material is <br />O~ estimated. <br />Please estimate the range of overburden thickness that will be replaced. <br />EXHIBIT D, Section (c) (i): Although you stated earlier that there is no topsoil to be salvaged at <br />the site, the NRCS report indicates there is some. (See discussion under Exhibit C, Section (b) above.) You <br />have now stated in this Exhibit that in the event there is insufficient depth of topsoil available, some will be <br />brought in and distributed. You have not specified what constitutes an insufficient depth of topsoil and, in <br />Q~ such case, how much will be brought in for use in reclamation. <br />Please indicate what depth of topsoil is to be considered insufficient for reclamation purposes and, <br />in such case, what thickness of topsoil will be imported and distributed <br />EXHIBIT D, Section (c) (iv): You have stated that seed may be broadcast as well as planted by <br />Qy drill. You have not indicated if a different rate of seeding will be employed for the areas where the seed is <br />to be broadcast rather than drilled in. <br />~/ Please commit to double the seedine rate for the areas to be broadcast seeded. <br />~7 <br />
