<br />Reclamation Soil Testing Plan. GEC Minerals, Inc. plans to <br />utilize a soil sampling program to ensure that the redistributed <br />subsoil and topsoil materials will support the post-mining land <br />use. Upon redistribution of the topsoil on the regraded area a <br />sampling program will be initiated. This sampling program will <br />parallel the recommendations of the Wyoming Department of Environ- <br />mental Quality Guideline No. 1. Specific parameters which may be <br />sampled may include Nitrate - Nitrogen, organic matter to determine <br />the Nitrate producing potential, Phosphorus and Potassium. In <br />addition, fertilizer may be required depending on this soil <br />sampling program. In any event, the Soil Conservation Service of <br />the Department of Agriculture will be consulted as to recommend- <br />ations for fertilizing requirements based on a site by site <br />consideration. Fertilization will be tailored to meet the needs <br />of each site. Prior to fertilization of the reclaimed areas, the <br />Colorado Mined Land Reclamation Division will be notified for <br />• approval of fertilization techniques. <br />Acid Forming and Toxic Forming Materials. GEC Minerals, Inc. has <br />conducted a overburden sampling program and analysis of these <br />samples indicate that no toxic forming or acid forming materials <br />exist within the overburden soil or coal seams which GEC Minerals, <br />Inc. plans to mine. Results of these analyses are shown in Exhibit <br />5, Overburden Samples Analyses. Therefore, GEC Minerals, Inc. does <br />not plan to handle the material which is placed in the backfill <br />area in any particular way. <br />Liquids such as oil and fuel are currently protected from spilling <br />into areas near the tipple area by embankments around the storage <br />tanks. A spill contengency plan is currently on file to protect <br />against any spills that may occur. All miscellaneous non-toxic <br />debris, garbage, etc. is currently placed in the backfill area to <br />prevent it from contaminating the existing area and hydrologic <br />regime. If toxic material is encountered, it will be covered with <br />• two feet of non-toxic soil material, stabilized and revegetated. <br />2.05-30 <br />
