State Reg. <br />To facilitate grazing by domestic livestock, to aid movement of wildlife <br />across the reclaimed areas, and to allow the uses whicH have been <br />historically approved for previous Seneca II reclamation plans, the <br />Postmining Vegetation Type Map (Exhibit 13-I), the seed mixes, and <br />shrub and tree planting lists were incorporated into the Postmining Land <br />Use Plan (see Tab 13). <br />The relatively small barren area land use type and the areas listed as <br />previous mine disturbance and previous mine reclamation will be <br />reclaimed to rangeland. Areas of previous mine disturbance which were <br />disturbed since July I, 1979 will be reclaimed to the standards of the <br />Colorado Coal Mining Reclamation Act, Article 33 of Title 34 Colorado <br />Revised Statutes 1973 as amended July I, 1979 and the August 28, 1980 <br />Rules and Regulations of the Colorado Mined Land Reclamation Board. <br />If this Application is approved in time for spring planting, seed mixtures <br />will be planted in accordance with Tab 13. Areas of previous mine <br />• disturbance which were disturbed prior to July I, 1979 will be reclaimed <br />under the 1976 revisions of the Colorado Surface Coal Mining <br />Reclamation Act and the rules and regulations adopted thereunder. <br />Areas of previous mine reclamation which are to be disturbed under the <br />proposed permit (particularly to allow for thorough drainage) will be <br />rereclaimed using, wherever possible, the 1979 Act revisions and <br />regulations. However, there are provisions, such as topsoil removal, <br />which were not required for past reclamation (i.e. pre-1976) and would be <br />an impossible expectation for redisturbed previous mine reclamation <br />areas. Furthermore, predisturbance vegetation productivity estimates <br />are included in Tab 13, Attachment 13-I, Revegetation Success <br />Evaluation Report, Seneca II Mine Revegetation Plot. Future <br />reclamation of this area will be based upon these estimates. However, <br />plant species composition will be altered to meet the current seeding and <br />planting standards as outlined in the postmining land use section of this <br />permit (see Tab 13). <br />Seneca Coals, Limited asserts that reclamation of the proposed permit <br />area can be achieved successfully.
