Section 780.21 (b) Continued. <br />• than four spoil ridges are standing, whichever comes first, except <br />in limited instances where additional spoil ridges must be left <br />to assure reestablishment of premining contours. Backfilling and <br />grading will be conducted to eliminate all final highwalls or <br />slopes steeper than those that exist in the premining condition. <br />Backfilling and grading practices will include regrading any sub- <br />stantial gullies in areas previously regraded in accordance with 30 <br />CFR 816.106. A detailed discussion of backfilling and grading is <br />presented under Section 780.18 and Sections 816.100-816.106. <br />Topsoil will be handled in a manner to minimize erosion and promote <br />prompt revegetation. Topsoil will be removed and stockpiled pri- <br />marily by scrapers in a pattern approximately parallel to the land <br />surface contours where practicable and in accordance with 30 CFR <br />816.22 and 816.23. Topsoil redistribution will be timed as closely <br />as possible to reseeding activities in order to minimize the amount <br />• of time that topsoil is without vegetation. Topsoil redistribution <br />will also be conducted so that the pattern of replacement is approxi- <br />mately parallel, where possible, to the contour of the regraded <br />spoil and will be conducted in accordance with 30 CFR 816.24. A <br />detailed discussion on topsoil removal, storage and redistribution <br />is set forth under Section 780.18 (b)(4) and Sections 816.22- <br />816.24. <br />Revegetation is one of the most important methods available for <br />controlling erosion and minimizing sediment yield. Seeding and <br />planting disturbed areas will be conducted primarily during the <br />fall when conditions are the most favorable. Soil stabilization <br />practices, including the use of mulch, as defined in 30 CFR 701.5, <br />will be emphasized as a major part of sediment control. Mulch will <br />be used extensively and will consist of fast-growing species of <br />vegetation. The particular species to be used for mulching are <br />discussed under Section 780.18. A program of special contour <br />• furrowing has been used in the past with much success and will be <br />780-149 <br />
