Section 780.21 (b) Continued. <br />• dissolution of manganese and iron and no unusual toxicity or excessive <br />alkalinity or acidity has ever been determined to occur as a result <br />of mining activities at the existing Energy Fuels operations. A <br />detailed description of surface water quality is presented under <br />Section 779.16. Specific data on surface water quality are shown <br />in Table 14, Summary of Energy Fuels Corporation Surface Water <br />Quality Characteristics, and in Table 15, USGS Surface Water Quality <br />Statistics. <br />Sediment and Erosion Control <br />Energy Fuels intends to utilize numerous widespread and varied <br />methods reflecting the best technology currently available to <br />minimize changes to surface water quality and the prevailing <br />hydrologic balance in both the mine plan area and adjacent areas. <br />These water quality control measures will be implemented in order <br />to prevent long-term adverse changes in the hydrologic balance <br />• which could result from the above described activities. <br />The primary methods for erosion, sediment and drainage control are <br />based on minimizing the initial potential impact by disturbing no <br />more area than is necessary at any one time, by promptly reclaiming <br />mined areas, by promoting prompt revegetation, by trapping sediment <br />and by detaining runoff as close to the disturbed areas as possible. <br />In certain instances, runoff from undisturbed areas will be diverted <br />away from disturbed areas. <br />The size of the disturbed area will be kept small by removing top- <br />soil no further in advance of excavations than is necessary, by <br />backfilling, leveling and regrading spoil as soon as possible, and <br />by replacing topsoil and revegetating as soon as possible in accor- <br />dance with good mining practices and 30 CFR 816.100. Backfilling <br />and grading will be conducted in accordance with 30 CFR 816.101- <br />816.106, as applicable, so that spoil ridges are leveled within 180 <br />• days following coal removal or not later than the time that more <br />780-148 <br />
