Section 780.18 (b) Continued, <br />Acid-Forming and Toxic-Forming Materials <br />No acid- or toxic-forming materials exist within the overburden, <br />soil or coal seams to be mined. A detailed description of the <br />chemical characteristics of these materials is presented under <br />Sections 779.14 and 780.21. <br />Flammable liquids, such as oil and fuel, are protected from spilling <br />into other areas by earthen structures surrounding each storage <br />facility. A Spill Contingency Control Plan has been developed to <br />protect against spills and is presented in Exhibit 15, SPCC Plan. <br />All grease and oil is retained in three lined catch ponds, as shown <br />on Energy Mines No. 1 and 2 Existing Structures (Map 34). All <br />garbage is collected in dumpsters and transported to the Oak Creek <br />or Milner dump by Downhill Pickup Company. All the major equipment <br />• on the mine site is, or soon will be provided with automatic fire <br />suppression systems. Heavy equipment is also provided with portable <br />fire extinguishers. Water trucks, used for dust control at <br />the mine site, could also be used to control fires. <br />Sealing of Exploration and Mine Holes <br />No abandoned or existing underground mines or their associated <br />tunnels, shafts or other openings exist within the proposed permit <br />area. The measures to be used to plug, case or manage exploration <br />holes, other bore holes, wells and other openings within the proposed <br />permit area will include filling the hole or opening with cuttings <br />or inert material to the surface, cementing those holes which flow <br />or might flow as a result of artesian conditions and casing or <br />cementing any holes which penetrate two or more aquifers with <br />significantly different ground water quality. <br />Those holes which remain open for use as a water supply well or for <br />use as a ground water monitoring well will be completed with <br />780-142 <br />
