The Board of County Commissioners of Fremont County make the following <br />findings with respect to the application for issuance of a Conditional Use Permit to <br />Applicant as follows: <br />a. The procedure requirements of 8.2 of the current Fremont County zoning <br />resolution have been met. <br />4' <br />b. The location of the proposed use is compatible with other land uses in the <br />area and does not place an undue burden on existing transportation, utilities, and service <br />facilities in the vicinity, except as otherwise noted in these findings: <br />c. The site is of sufficient size to accommodate the proposed use together with <br />all yards, open spaces, walls and fences, parking and loading facilities, landscaping and <br />such other provisions required by this resolution. <br />d, The site will be served by streets and roads of sufficient capacity to carry the <br />traffic generated by the proposed use, and the proposed use will not result in undue traffic <br />congestion or traffic hazards. <br />e. The proposed use, if it complies with all conditions on which this approval <br />is made contingent, will not adversely affect other property in the vicinity or the general <br />health, safety and welfare of the inhabitants of the county, and will not cause significant air, <br />water, noise or other pollution. <br />f. Mining is an integral par[ of the history of the State of Colorado and the <br />mining resources of Fremont County have long been used to benefit both local enterprises <br />and those of other areas, both in-state and out-of-state. <br />g. One of the many elements of the proposed Pazkdale ruining operation of <br />Applicant that is viewed favorably by the Board of Commissioners the proposal to transport <br />80% to 90% of the mined material by railroad. This transportation plan significantly <br />reduces the potential traffic hazard resulting front heavy truck activity entering and exiting <br />U.S Highway 50 at the access to Applicant's property. Ttte truck activity will still cause <br />significant impact on the existing bridge, but such impact cast be mitigated tluough <br />impositionof conditionsof the Applicant. <br />It. The mining operation of Applicant will contribute favorably to the job <br />market and economy of Fremont County by creating full time job positions that are year - <br />round rather than seasonal, in connection with the project. By encouraging the hiring of <br />local residents in the conditions imposed on Applicant, the Board of Contntissioners can <br />assist in increasing the number of jobs available to Fremont County residents. <br />i. The Board of Commissioners recognizes that no mining operation is <br />invisible, and Applicant's proposed Parkdale operation is no exception. however, the <br />Board finds that much of the visual impact of the operation will be shielded by natural <br />topography, berming and continuous reclamationof mined areas. <br />CUP 97-5 PARkDALE MINE RESOLUTION PAGE 2 <br />
