Crane <br />April 2, 1980 <br />Page Two <br />As you know, WSC needs OSM's approval in order to drill this <br />well and an application therefore has been submitted. Since <br />this application has not been approved, of course, the well <br />cannot be drilled "immediately". However, WSC is committed <br />to drilling this well as soon as such approval is obtained <br />avid the necessary arrangements can be made with a drilling <br />company. Further explanation of the circumstances surrounding <br />WSC's efforts to obtain this drilling permit are set forth <br />in Al Amundson's letter to you of April 1, 1980, which was <br />hand delivered to Tom Pike on April 2. <br />WSC hereby accepts all Standard Stipulations as written. <br />WSC hereby accepts Special Stipulation No. 1 as written. <br />• With regard to Special Stipulation Nos. 2(a) and (b), <br />WSC has explained to your staff that the two-week deadlines <br />cannot possibly be met. However, t4SC does hereby agree to <br />have the demonstrations and designs discussed therein certified <br />by qualified registered professional engineer. We understand <br />that OSM is agreeable to a reasonable extension of the two- <br />week deadline. A qualified registered professional engineer <br />has been contacted about these certifications and has indicated <br />that he will tell WSC next week when he can complete the <br />required work. We do not expect this period to be more than <br />an additional three weeks and will be able to inform Tom <br />Pike next week of a firm date by which it will be completed <br />a~~d suLu~ltted. <br />With regard to Special Stipulation No. 3, additional <br />information with regard to the subsidence control plan was <br />submitted today attached to Al Amundson's letter of April 1 <br />to you. At that time, he was informed by members of your <br />staff that the presentation of this information should be <br />rearranged and that certain additional information was <br />required. It is anticipated that this work can be completed <br />within the specified time period. If any additional time is <br />needed, a timely request will be made. Finally, WSC under- <br />stands that there is no particular significance to express <br />inclusion of the last sentence in Special Stipulation No. 3 <br />• in contrast to its absence from any of the other stipulations. <br /> <br />
