In order to prevent wind erosion, we recommend that any topso~l <br />stockpiles which would remain for more than one growing seaso be <br />planted with a perennial grass cover. <br />3. The Division receives many applications proposing to mine all vial <br />deposits adjacent to mayor streams. And although we are not nherently <br />opposed to these operations, there are several concerns relat d to the <br />proximity of such mines to streams. Specifically these 1nvo1 e: <br />destruction of critical wildlife habitat; the relative perman ncy of the <br />reclaimed area in relation to the dynamics of the stream; and the <br />control of sediment during the mining and post mining phases. <br />It is for these reasons that 1t has become staff policy to ad ocate a <br />minimum of a 100 ft., undisturbed buffer zone to be maintaine between <br />the pit and the stream. We will thus present the recommendat on to the <br />Mined Land Reclamation Board to this case too. <br />Exhibit E - Reclamation Plan <br />We would assume that your proposed future land use would incl <br />wildlife habitat (for the lake portions of the reclaimed area <br />2. Your exhibit does not address the use of mulch, but because a~cost and <br />application rate 1s given in the reclamation costs exhibit, w assume tt <br />was intended for inclusion 1n the plan. <br />3. We recommend an inexpensive soils test to establish accurate ~ertillzer <br />requirements (1f needed). <br />4. The application should Include a plan to prohibit grazing unt 1 <br />vegetation has had an opportunity to establish. <br />5. We recommend the inclusion of tree species (particularly on t e buffer <br />area between the river and the resulting lake) to locally enh nce <br />reclamation and wildlife habitat, such as box elder, russion live and <br />cottonwoods. <br />6. The application should address the mining and post mining disbosltlon of <br />the small drainageway discussed to the Division of Wildlife's report. <br />7. The plan should incorporate measures to Increase the irregularity of <br />shorelines 7n order to enhance wildlife habitat, reduce wave- enerated <br />erosion, and reduce long, straight stretches of shore. <br />Exhibit G - Mater Information <br />A copy of this application has been forwarded to the Dl vision of Water <br />Resources for comment. <br />2.
