<br />COST EXPLANATION FOR ITEMS USED IN STANDARDIZED RECLAMATION <br />BOND COSTS <br />Equipment sizes (loaders, trucks, scrapers, motor graders, etc.) were selected and <br />agreed upon by the WMA Committee and WDEO/LOD based on the usual types of <br />equipment contractors normally have available for use. Costs forotherequipmentrnay <br />be calculated by using methodologies as shown in this package. <br />Owning and operating costs were determined, except where noted, by using the <br />Dataquest Cost Reference Guide (DOCRG). The total owning and operating costs <br />have been adjusted in this package to reflect wholesale prices rather than retail. To do <br />this, a ten percent reduction has been made to DOCRG costs. <br />Costs for the electric shovel and the trucks associated with the shovel were determined <br />from Western Mine Engineering, Inc. Surface Mine Estimator's Guide (2005 Version). <br />There was no adjustment factor used for these costs since they are based on actual <br />costs at mining operations in the United States. <br />A standard efficiency factor of 0.83 is incorporated into all production calculations. The <br />factor accounts for afifty-minute work hour as recommended by many cost references. <br />• Labor and benefit costs were obtained from the 2005 State Building and Special <br />Trades Construction Survey (February 2005). <br />Supervision costs were determined by adding $5.00 per hour to labor costs and also <br />include the same percentage add-on for benefits that the labor costs had. In most <br />cases, only a portion of a supervisor's costs is applied to each task. Theoretically, this <br />allows one supervisor the flexibility to oversee manyjobs or pieces of equipment at the <br />same time. <br />The supervisor's transportation is also divided among tasks. For example, where one- <br />half of asupervisor's time is allotted, the same amount of time is used in calculating his <br />transportation costs. <br />Where only a portion of support equipment are used in a calculation (i.e., one-hall <br />water truck), it is assumed that the equipment in question services more than one area. <br />• <br />DE 10/2005 <br />
